Dear parents, students, and families,
Welcome to Mountain View Elementary for the 2026-2027 school year! This handbook and student planner will help build strong links between home and school. Within this guide, you will discover several of our school’s and district’s rules, routines, and expectations. You will also find resources to help your child thrive and suggestions to boost your participation in their learning. The guide will not answer every question that might come up during the year, but it should serve as a general reference for most situations. Current updates and notices will be sent home during the school year as needed.
As guardians and parents, you are the first and most influential teacher in your child’s life. We are ready to partner with you to support our students’ needs. Our teachers and staff are deeply committed and devoted to our learners. I am proud to lead Mountain View and to partner with you in your child’s education. I invite you to join our PTA. Tardy/Early Dismissals
Arriving on time and remaining the entire school day provides students with full academic instruction. Some acceptable reasons for being tardy or being dismissed early include medical or dental appointments (doctor’s excuses required) or a death in the immediate family.
Unexcused tardy–A student arriving at school after 8:15 AM, for unacceptable reasons, will have an unexcused tardy.
Unexcused early dismissal–A student leaving school before 3:15 PM, for unacceptable reasons, will have an unexcused early dismissal. Upon the third unexcused tardy and/or early dismissal in a grading period, the student will be subject to one or more of the following consequences: loss of recess, after-school detention, lunch detention, and/or loss of other privileges.

*A parent/guardian can meet with the attendance liaison and building administrator to avoid the student receiving a consequence for unexcused tardies.
Missed Classwork for Absent Students
If a parent wishes to pick up missed classwork for an absent child, please call the office (423-434-5260) before 8:30 AM each day. A message will be given to the teacher so the student’s assignments can be sent to the office. Assignments can be picked up in the office between 3:30 PM and 4:00 PM. You can make sure your child’s assignments are ready for pick-up by calling and speaking with someone in the office. Assignments will only be sent to the office if a parent has requested the assignments.

Students are not permitted to use personal communication devices including, but not limited to, cell phones, smart watches, and tablets, on school property during school hours without the permission of a teacher or administrator. Personal communication devices used in violation of this policy will be subject to confiscation at any time. Disciplinary action will be taken against students who violate the rule.

Educare
Educare is available at a reasonable cost for students who need supervised care before and/or after school. The program operates between 7:00 AM and 7:45 AM and from 3:15 PM to 6:00 PM on days that school is in session. Parents may also sign their children up for Educare during breaks throughout the school year. Please call 423-434-5264 for additional information.
Grading
The evaluation of student progress and achievement is very important. Grading scales are detailed below:

Students will take district and state assessments throughout the school year. These assessments are graded and the scores can be used to calculate the quarterly grade, semester grade, or a final grade in particular subjects.
Per Tennessee’s state law, third grade students are required to demonstrate a basic understanding of the Reading curriculum by earning passing scores on the Reading TCAP Assessment. Third grade students that do not meet the state’s requirements for passing the Reading TCAP Assessment and retake should attend summer school, be enrolled in a remediation program, and/or be retained in third grade.

Parents are asked to review and sign both the mid-term reports and the report cards. Parent/teacher conferences can be scheduled throughout the school year, as needed.
Title I
Mountain View is a Title I School. Overall, this means that our school receives federal funds to supplement programs at our school that help support student success.
Transfers
If a student moves from the Mountain View school zone after the school year begins, that student may be able to remain at Mountain View for that school year if the student is approved for a transfer. A transfer form must be completed. If the transfer is approved, the student must maintain good attendance, good behavior, and good academic performance. Out-of-zone students with excessive absences, tardies, and/or poor behavior will not be approved. Parents of out-of-zone students must provide transportation to and from school.
If a student transfers to another school, parents should notify someone in our office. All students are responsible for the careful use of school property (including books and technology). All debts owed to the school must be paid before transferring. Library books, textbooks, devices, etc. must be returned to our school and debts paid before leaving. Otherwise, records could be held until debts are paid.
Violations
The use of any alcohol and/or tobacco products (including e-cigs and vapes) are not allowed anywhere on our campus, including areas like the sidewalks, lawns, playgrounds, and parking areas at any time of any day. Unlawful weapons of any kind are also prohibited from our campus. Law Enforcement will be called for anyone that is uncooperative and not following our school’s rules and/or procedures.
Visitors
Johnson City Schools has implemented a district-wide check-in system for all visitors. This system is called Centegix. When using Centegix, a state issued photo ID is required. Your ID will be scanned in the Centegix check-in system. Visitors report directly to the office to present photo identification and obtain a visitor’s pass. The visitor’s pass should be obtained and worn (visibly) on the upper torso by the visitor. Visitors should park in the parking lot at the front of the school. Vehicle parking is not allowed in the bus loading-unloading area. Visitors should not park behind the building.
Visitors should be properly dressed and wearing shoes. Visitors dressed inappropriately or in sleep/lounge wear will not be allowed to enter the building. Unless approval is given by the Principal, pets are not allowed. All visitors are expected to follow our school’s rules and procedures.
All visits should be scheduled in advance if you wish to speak with the teacher or administration.
Weather Closings and Delays
School closings, delays, and early dismissals will be communicated through district communication systems, ParentSquare, and local media outlets. Please look for Johnson City Schools on the announcement.
